On leap day aka Bachelors’ Day, a man had to pay a penalty, such as a gown or money if he refused a marriage proposal. In one tradition, any man who refused a woman's proposal on Feb 29 had to buy her 12 pairs of gloves to hide the shame of not having an engagement ring.
